Laurel Design Alliance, Inc. provided a programming and feasibility study that evaluated deficiencies in inmate care and overcrowding. The project scope included reviewing existing conditions, evaluating program and design deficiencies, and developing new programs within established site and budget constraints. The program was developed in consultations with various staff of the correctional facility.
The perimeter security was also re-evaluated in terms of phased construction of the project, and detailed programming analysis was made based on future expansion needs. The feasibility study also evaluated phasing options to be considered so that construction may take place without interfering with day-to-day functions and not compromise the security of the complex.
